The Philippines has been declared by the Association of Southeast Asian Nations (ASEAN), as its Culture Capital for 2010 to 2011. As the region’s culture capital, the Philippines is tasked to host the 4th Meeting of the ASEAN Ministers Responsible for Culture and Arts (AMCA) and the 6th Senior Officials Meeting for Culture and Arts (SOMCA) in Clark, Pampanga in March 2010. In February, as a prelude, an Asean puppetry festival and conference is scheduled for the last week of the month a part of the International Festival of Arts.
Along with the said meetings, the Philippines will also host the 4th ASEAN Festival of Arts (AFA). With the theme “The Best of the ASEAN: From Ancestral Roots to New Artistic Routes of Expression Mobilizing Cultural Diversity for the UN-MDGs,” the festival will highlight the creativity and foster the exchange of ideas among the best artists from ASEAN countries. Each ASEAN member will showcase one of their country’s finest works in their chosen field of art (theater, music, literature, film, or dance).
As one of its contribution to the festival, the Philippines will be restaging “Baler sa Puso Ko,” an original zarzuela, with libretto by Dr. Isagani Cruz and music by Lutgardo Labad, that reflects the wealth of heritage, and the 400-year history of the town of Baler.
Performances for the AFA will be held at the Centennial Amphitheater of the Nayong Pilipino sa Clark Expo (NCPE). Meanwhile, film showings, workshops, poetry readings, and book launchings will take place at NCPE’s dormitory, arcadia, and library.
The Interagency Committee is jointly led by Department of Foreign Affairs (DFA) Secretary Alberto Romulo, and the National Commission for Culture and the Arts (NCCA) headed by Department of Education (DepEd) Undersecretary Vilma Labrador, with the support of President Gloria Macapagal-Arroyo. The aforementioned events serve as a continuing effort in promoting common identity and diversity, enhancing cultural heritage and tourism, and strengthening ties among members of the ASEAN. The successful projection of the ASEAN in the global culturescape through the Philippine Collective showcases the Philippines' rich tradition and talents.
With the Philippine International Arts Festival 2010 Ani ng Sining celebration this coming February as a prelude, NCCA Executive Director and Philippine ITI President Cecile Guidote Alvarez, along with CDC Chairman Benny Ricaforte, aims to “project the Philippines as the Cultural Gateway to the Southeast Asian region.”

Philippine International Visual Arts Festival 2010 this February 2010
The NCCA Committee on Visual Arts, headed by Egai Talusan Fernandez, will mount the Philippine International Visual Arts Festival 2010 (PIVAF), featuring the masterworks of renowned visual artists. The exhibit will also showcase the talents of the Filipino artists from different regions as well as make their works accessible to the public. Aside from the exhibit, seminar-workshops will also be conducted, and sand sculpture and body paintings sessions will also take place.
The PIVAF is one of the highlights of the Philippine International Arts Festival, a celebration of the National Arts Month this February 2010, spearheaded by the National Commission for Culture and the Arts (NCCA), led by its Chairman Vilma Labrador and Executive Director Cecile Guidote Alvarez, through Ricardo de Ungria, Commissioner of the NCCA Sub-commission on the Arts (SCA).
The NCCA has been holding such events, a series of festivities and activities mounted throughout the country celebrating Filipino artistry and promoting the arts and the artists, for 19 years now, pursuant to Presidential Proclamation No. 683 signed in 1991.
PIAF aims to feature the talents and performances of the many artists and arts groups in the seven arts on whose trainings, competitions, and creative expressions it has invested the past year or so. More than a way of looking back at past accomplishments, the festival will be a celebration of the fruits of the creative efforts for the past year and a looking forward to a richer, more fertile ground in the coming years for the evolution of artistic modes of expression available to the Filipino creative imagination.
All over the country, different arts and culture groups as well as local governments will hold events for the PIAF with funding and support from the NCCA with the theme “Ani ng Sining” or harvest of the arts.
At the forefront and the highlight of the PIAF are the major projects of the committees of the SCA, namely, Cinema, Dance, Literary Arts, Architecture and Allied Arts, Visual Arts, Music, and Dramatic Arts.
The PIVAF will be held from February 17 to 21, 2010, at the Shangri-la Plaza mall in Mandaluyong City, and from February 24 to 28, 2010, in Boracay Island, Aklan.

NCCA launches second ORGANIK MUSIK Festival
The National Commission for Culture and the Arts (NCCA) presents Organik Musik: 2 Palay Bigas Kanin in line with this year's Philippine International Arts Festival (PIAF) in celebration of National Arts Month as per Presidential Proclamation No. 683 in 1991.
This year's musical production is written by award-winning poet-educator Vim Nadera and will be performed by some of the country’s best contemporary music artists like Cynthia Alexander, Junior Kilat, Sigaw ng Tundo, and Radioactive Sago Project. Respected musician Joey Ayala heads the NCCA's Committee on Music.
This musical extravaganza aims to strengthen the link between the NCCA, the government body tasked to promote arts and culture, and the music community all over the country. Organik Musik 2 aims to have about 300 performers, to be able to reach 4,000 to 6,000 music lovers, artists, and enthusiasts throughout the country.
Organik Musik 2 is one of the seven flagship projects of PIAF 2010. It will showcase the historical evolution of Filipino music from the traditional bugtong and pasyon to modern-day's rap music through the use of various literary and musical elements.
Organik Musik 2 will be staged in the University of Santo Tomas, Iloilo, Tagum City in Davao del Norte, and Baguio City in February 2010.

'Archi(Types/Text)' features 8 component exhibits
The National Committee on Architecture and Allied Arts of the National Commission for Culture and the Arts (NCCA) will be mounting eight exhibits in different venues highlighting architecture and its role and connection in Philippine life as part of the Philippine International Arts Festival (PIAF) in celebration of National Arts Month (NAM) Presidential Proclamation No. 683 in 1991
“Archi(Types/Text): Architecture in Philippine Life” features eight different exhibits that tackle “landscape and urban planning, painting and photography, cinema and postcards.”
Also this year, the Committee on Architecture and Allied Arts led by its vice head, Architect Gerard Lico, recognizes notable works and contributions done by architect and painter Andres Luna de San Pedro. The committee also decided to feature the Vargas Collection at the Vargas Museum, University of the Philippines, Diliman, Quezon City.
Other exhibits which will allow art enthusiasts and architects alike to architecture as an art include “Imperial Reproduction: Imagining the Philippines in Color,” “Imperial Gaze: Representations of Far Zamboanga in Colonial Photography,” “Manila and the River that Runs Through It,” “Deco Decadence: Philippine Art Deco Architecture,” “Philippine Landscape and Urban Planning 1900-1960,” and “Pa(ng)labas = architecture + cinema.”
These exhibits aims to let people experience architecture in a different perspective. It comes our as both a type and text because it is “both a thing and subjectivity...Architecture finally becomes complex in culture and history: it is formative and figurative,” according to the committee.
The exhibits will happen mostly in different venues in Metro Manila and one in Cebu.

CineRehiyon 2 highlights Regional Filmmakers
The National Commission for Culture and the Arts (NCCA) will once again highlight some of the best works of the regional Filipino filmmakers in CineRehiyon 2 – a non-competition film festival, and one of the seven flagship projects of this year’s Philippine International Arts Festival (PIAF) Ani ng Sining celebration.
Expect a bigger, more diverse film festival with the participation of 10 featured regions from all over the country. CineRehiyon 2 aims to give budding regional filmmakers the opportunity to showcase their unique culture, through films set in their respective regions, and shot in their local dialects.
The Cinema Committee, led by Dr. Miguel Rapatan, and Vice-Head, Teddy Co, will head the selection of standout short and full-length films from each participating regions. The selected films will be screened in the culminating film festival to be held at the Cultural Center of the Philippines from February 16 to 20. Forums and panel discussions will also be organized prior to the film festival.
The regions, and provincial centers who participated for this year’s CineRehiyon 2 are: Bacolod, Baguio, Cagayan de Oro, Davao, Iloilo, Naga, Pampanga, Samar, Central Visayas (Cebu and Bohol), and Western and Central Mindanao.

TABOAN: 2nd Philippine Writers Festival in Cebu this February 10-12, 2010
On February 10-12, over a hundred literary pens will be scrawling in Cebu as the city plays host to the national writers’ confab dubbed Taboan: 2nd Philippine Writers Festival. Taboan is a Cebuano word meaning “gathering” or “trading at the market place.”
Now on its second year, the 2010 Taboan celebration gives the reigns to the Visayan writers. This, according to Ricardo de Ungria, head of the Subcommission on the Arts of the National Commission for Culture and the Arts (NCCA) and director of the Philippine International Arts Festival, is for the Visayan authors to have the center stage this year. “Our intention is to make the focus of the Taboan different each year. Last year, the focus was Luzon. For 2010, it will be the Visayas. The year after that will be Mindanao,” he shared.
Highlights of the event are the panel discussions on a plethora of topics about writing such as translation, regional children’s literature, ecoliterature, alternative publishing, writing for a living, writing ethnicity, and writers block, among others. There will also be workshops, performance poetry presentations, a zarzuela show, and for the first time, a teachers' conference on teaching literature.
The event will end with a program recognizing some outstanding Visayan writers: Resil Mojares, Leocio Deriada, Magdalena Jalandoni (posthumous), Rene Estrella Amper (posthumous), Estrella Alfon (posthumous), Lina Espina Moore (posthumous) and Edilberto Tiempo (posthumous).
The Taboan is part of the month-long national celebration of the arts slated every February. Called the Philippine International Arts Festival (PIAF), the grand celebration is pursuant to Presidential Proclamation No. 683 signed by President Corazon Aquino in 1991. It is being spearheaded by the NCCA headed by its chairman, Dr. Vilma Labrador and executive director, Cecile Guidote Alvarez.
The Taboan is implemented by the NCCA National Committee on Literary Arts with the Arts Council of Cebu Foundation, Inc. as conduit.

Sayaw Pinoy Celebrates Different Dance Forms
Following the highly successful and acclaimed dance concert tour in last year’s National Arts Month (NAM), the National Commission for Culture and the Arts and the Committee on Dance are all set to bring the dance festival around the country again in this year's Philippine International Arts Festival (PIAF) Ani ng Sining celebration for the whole month of February.
The committee led by Shirley Halili-Cruz of Quezon City Ballet, feels that reaching out to grassroots will lead to the discovery of new talents as well connecting to more Filipino dance artists. To make it more diverse and colorful, Sayaw Pinoy will involve “indigenous arts and artists in the production” all over the Philippines. The dance festival hopes that the interaction will create a more productive and a more creative atmosphere in the arts and culture sector.
The dance tour “brings together different dance forms such as classical ballet, folk dance, contemporary and modern dance. The country's top dance companies perform back to back with the local dance troupes of host cities and municipalities.” Sayaw Pinoy is one of the seven flagship projects of PIAF in celebration of NAM as per Presidential Proclamation No. 683 in 1991.
Judging from the requests the committee gets from local government units to perform in their cities, Sayaw Pinoy has established itself as one of the much-awaited events during the arts month. The month-filled event is set to capture a new breed of audience and pique the interests of many dance enthusiasts.

The Philippines has been declared by the Association of Southeast Asian Nations (ASEAN), as its Culture Capital for 2010 to 2011. As the region’s culture capital, the Philippines is tasked to host the 4th Meeting of the ASEAN Ministers Responsible for Culture and Arts (AMCA) and the 6th Senior Officials Meeting for Culture and Arts (SOMCA) in Clark, Pampanga in March 2010.
Along with the said meetings, the Philippines will also host the 4th ASEAN Festival of Arts (AFA). With the theme “The Best of the ASEAN,” the festival will highlight the creativity and foster the exchange of ideas among the best artists from ASEAN countries. Each ASEAN member will showcase one of their country’s finest works in their chosen field of art (theater, music, literature, film, or dance).
As its contribution to the festival, the Philippines will be restaging “Baler sa Puso Ko,” an original zarzuela that reflects the wealth of heritage, and the 400-year history of the town of Baler.
Performances for the AFA will be held in the Convento Theater at Nayong Pilipino sa Clark Expo (NPCE). Meanwhile, film showings, workshops, poetry readings, and book launchings will take place at NCPE’s dormitory, arcadia, and library.

National and College Theater Festival to Open
It’s their time to shine.
To highlight the outstanding theater achievements of university-based theater groups, the National Commission for Culture and the Arts (NCCA), through its National Committee on Dramatic Arts headed by Dr. Glecy Atienza, will be holding Tanghal, the fourth National University and College Theater Festival on February 1-5, 2010 as part of the Philippine International Arts Festival (PIAF).
The event will feature a showcase of six exceptional theater performances that will be followed by a conference featuring international guest artists that will tackle the contributions of theater groups in the universities and colleges all over the Philippines in the hopes of forming a National Student Theater Alliance. The fourth Tanghal is aimed at marking the importance of university and college-based theater programs in the Philippine history.
This year’s fourth Tanghal is slated to take place in the National Capital Region (NCR), as the three previous theater festivals were held in the provinces. The first Tanghal was held in Iloilo City in 2007 and was hosted by the University of San Agustin and the Teatrokon Western Visayas Theater Network. In 2008, Tanghal moved to Zamboanga with the Western Mindanao State University and the local government unit of the City of Zamboanga playing hosts. For the third leg of the theater festival, Tanghal was held at Laguna, hosted by Colegio de San Juan Letran in Calamba in cooperation with the Arts Research and Training Institute in Southern Tagalog, Inc., Linang Laguna Theater Network and the Lusong Luzon Theater Network.
The PIAF is annually held every February as per the Presidential Proclamation No. 683 signed by former President Corazon Aquino in 1991 and is currently undertaken by NCCA headed by its chairman, Dr. Vilma Labrador and its executive director Cecile Guidote Alvarez. Commissioner Ricardo de Ungria, head of the Subcommission on the Arts, is the festival director of PIAF 2010.

Opening of the PHILIPPINE INTERNATINAL ARTS FESIVAL
On its 19th year, the Philippine International Arts festival (PIAF) in celebration of National Arts Month (NAM) as per Presidential Proclamation No. 683 of 1991 kicks off with simple but still festive rites at the Rajah Sulayman Plaza in Malate, Manila on January 31, 2010.
The National Commission for Culture and the Arts (NCCA) led by Chairman Vilma L. Labrador and Executive Director Cecile Guidote-Alvarez holds twin celebrations after the country was named as the cultural capital of the 10-member ASEAN for the years 2010 and 2011.
The much-anticipated opening “involves various artistic activities that focus on arts education and its relevance in building community spirit and pride,” according to the festival secretariat. “It also showcases the best artistic works and their contribution to the Philippine creative consciousness.”
PIAF provides a venue for artists, veteran or newbie, to celebrate their works and interact with one another. The seven flagship programs with the seven subcommittee on the arts presents their own program of activities that will travel all over the country.
This year, the Committee on Dramatic Arts is in charge of the event as a whole.
As early as 8 a.m. on Jan. 30, 2010, art booths of the several art disciplines open at the Clamshell area inside Intramuros (just a few blocks away from the NCCA office in Gen. Luna St.) These booths are expected to hold art sessions.
The colorful parade marches at 3 p.m. Starting point is at the NCCA building and goes all the way to the Rajah Sulayman park where the program begins.
Capping off the opening rites is a two-hour concert that features performances by committee members from dance, film, music, theater, and literature and the Philippine Philharmonic Orchestra.
Fireworks display signals the official opening of the month-long, nationwide festival.

Thousands of artists gather for the biggest Arts Festival in the Philippines by Marlet Salazar
The artsphere is gearing up for yet another festive and fruitful month as the National Commission for Culture and the Arts (NCCA) launches “Ani ng Sining,” the Philippine International Arts Festival (PIAF) in celebration of National Arts Month per Presidential Proclamation No. 683 in 1991. It will be the womb for the hosting of the Asean Ministerial and Experts Meeting on Culture and Arts Festival.
Now on its 19th year, Arts Month will bring together thousands of artists from all over the country to cultivate love for the arts and preserve culture in line with the UNESCO observance of the International Year of the Rapprochement of Cultures. It promises to be grand on visuals and enriching in the mind as well. As arts goes to key cities nationwide the festival, which has gone international, aims to instill the richness of Philippine tradition to all Filipinos. In touring the seven different art forms, the festival aims to raise awareness and to discover artists whose talents are left untapped due to lack of venues.
According to NCCA Executive Director Cecille Guidote-Alvarez, the Philippines, under the leadership of President Gloria Macapagal-Arroyo, holds the honor of being dubbed by the Association of Southeast Asian Nations as the 1st Cultural Capital of ASEAN for 2010 and 2011. In 2007, the Philippines successfully hosted the heads of states summit in Cebu. Likewise, the Philippine International Theater Center, with the support from the Asean Director General and NCCA, organized the Regional MDG Performance and Media Arts workshop from Ancestral Roots to New Routes of Artistic Expression.
The NCCA chaired by Education Undersecretary Dr. Vilma Labrador has been bringing the “Ani ng Sining” celebrations to different agencies and institutions around the country since 2005 as an avenue for the application of culture as a force for education and a vehicle for social transformation.
The preparations for this month-long activity, which happens in February 2010, are already under way with the committee heads lining up various seminars, workshops, exhibits, and performances.
Aptly themed “Ani ng Sining,” PIAF assembles the best of the best as well as the budding talents with the hope of nurturing arts and culture for future generations. The seasoned artists may learn new ideas from the youth of the digital age and may see arts in a different perspective. The youth, in turn, will learn from the experiences of their esteemed counterparts.
“Aquatecture” of the Committee on Architecture and Allied Arts is set to hold a multimedia and installation exhibition exploring the many uses and images of water in relation to architecture. Major exhibitions and seminars will tour Manila and the Visayas. Arch. Gerard Lico, PhD, Vice-head of the Architecture Committee, implements the program.
The Committee on Dance led by Shirley Halili-Cruz pursues yet another program to bring dance in all its diversity to grassroots. “Sayaw Pinoy 2010: Creating Venues of Creative Interaction through Dance” links mainstream and traditional dances and provides opportunity for the dance artists to exchange ideas and expertise.
Film enthusiasts will have to block off the dates for Cinema Rehiyon by the Committee on Cinema led by Dr. Miguel Rapatan, together with Vice-Head, Teddy Co. For this Arts Month, Cinema Rehiyon goes yearlong to reach out to more regions in the country. These efforts may help revitalize the film industry. Recent recognitions from international film festivals are proof that Philippine cinema is alive and kicking. The committee will also hold dialogues and workshops with the aim of deepening the understanding and treatment of cinema.
Taboan 2010: 2nd Philippine Writers Festival of the Committee on Literary Arts headed by Arts Sub-Commissioner Ricardo de Ungria, PIAF Festival Director, is probably the busiest with a long lineup of talks and fora by renowned writers. Topics range from writing critical reviews to eco literature to historical writing. The committee decides to recognize prolific writers from the Visayas region. This year, there will also be interaction with other writers from different countries.
The Committee on Visual Arts led by Egai Fernandez goes to Boracay for the Philippine Visual Arts Festival (PIVAF). Sand sculpture is just one of the highlights of the festival, which also include printmaking, photography, and body painting competition. The festival is looking at opening more doors to new talents and exhibiting the works of seasoned and award-winning Filipino visual artists.
Musician Joey Ayala leads the Committee on Music in staging Organik Muzik 2: Palay Bigas Kanin. Ayala and company are set to bring together traditional and contemporary music with Radioactive Sago Project and the likes of Cynthia Alexander. The committee hopes to invite 300 artists for performances and to participate in fora and talks.

There will be theater performances, conferences, and interactions with invited international artists.
